functions now allow to clone a base survey, deploy the survey and change the permissions so that anonymous users can fill out the web form

This feature will not be worked on right now as it is a lot of effort for a likely small number of users. Might get reopened at some point down the line. |

The idea here is that the user is able to conduct a survey within their community with which to estimate the communities wealth levels, which will in turn be used to estimate their consumption levels. Closes #13.
