Add pt_BR to the list of languages in which the app is available
Add pt_BR.po file to make a Brazilian Portuguese translation for the app available to users.

I've translated the latest POT file to create a Brazilian Portuguese translation for the app.
This PR includes the addition of the pt_BR.po file and the inclusion of the "pt_BR" line in the LINGUAS file.
I hope this translation is useful to the community.
