  1. docker: improve layer caching for xrootd and kerberos Python deps 

    * The `requests-kerberos` and `invenio-xrootd` modules require compiling
  and building wheels for their dependencies that can take some time.
* Installing the packages before installing all of the other application
  dependencies can save us a couple of minutes and better separate
  "system" and "application" packages.
