Placement Internals Document

Almost all of the functions in net_cost_handler.h/cpp and place.cpp are commented using Doxygen format. Given the importance of this file, which contains placement methods and the functions that handle the cost update of placement, we need to add another page under VPR Internals, which includes the documentation for these functions.
