Included a lagged equation to limit industry CCS scale-up to 5 % p.a. (2 % p.a. for cement before 2050). This is for the benefit of scenarios that (for unknown reasons) do not utilise CCS when it is available and then jump to the maximum possible abatement rate at a later period, showing very large CCS growth rates.

Ok, tested last version here /p/tmp/schreyer/Modeling/remind/ariadne/output/Bal_IndstCCSgrowthLimit_2023-09-12_14.59.36. Looks fine to me now.
