This PR upgrades Wagtail to 6.2 from 5.2
Major release notes:
Wagtail 6.0
Wagtail 6.1

This also

  • begins the removal process for the allies app, which is no longer being used.
  • fixes some missing migrations on the amazonblurb
  • improves load times on errata admin views by preloading the book
  • fixes a sentry error on dev/staging when no resources are available for uploading to salesforce
