Add the Equinix Metal provider #4472

Replaces #3914

I'm drafting this PR early to facilitate conversation and to add context to any provider creation questions that come up in the process.

I've included #1112 from @smarterclayton in this PR with the intention of addressing PR feedback fro #1112 while adding my own observations.

I am happy to rebase and squash away the messy commits that will make their way into this PR along the way.


Maintainers, it's not clear to me what todo items I should aim for here. Feel free to edit this PR description to include appropriate bullets for a Platform integration

This covers the minimal steps and process to go from "nothing" to
"OpenShift is fully capable of running on your platform". Heavily
work in progress, but should capture the why, our support levels,
and our target config, as well as mechanical steps to get down the
line.

Hi @displague. Thanks for your PR.

I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.
