Patch maintained by Fedora but not taken by upstream pallets/werkzeug#2171. This fixes 13 test failures

Can you add this comment to the spec file? with a note this can be dropped when the upstream PR is taken

Nit: Since we talked about it, this should be Import * sections from Fedora 40 rather than based on.
