util-linux: Upgrade from 2.39.2 to 2.40.2

Summary

Upgrades util-linux to 2.40.2 in order to address a regression in 2.39.2
whereby encrypted RAID devices were not being detected on boot due to a
change in the order of device probing. See util-linux/util-linux#2373
for more information.
