Scenario cutout class

Added the CreateScenarioCutOut-class and its tests.

Features:

• Allows to create reduced network, population and facilities using a shapefile. They only contain information, that is relevant inside the shapefile. This allows you to reduce large scenarios to a smaller region.
• An events-file of a successfull simulation run can be given to compute the average travel-times on links outside of the shapfile. They are saved using NetworkChangeEvents. This improves the accurracy of the cutout-scenario-simulation.
