First release of Huntsman power spectrum dust code

Code authored by @amanchokshi and reviewed by Lee Spitler for creating:

• fake images populated with dust clouds
• mask point sources and large galaxies in astronomical images
• compute power spectrum for input images
• produce diagnostic plots illustrating the above functionality
