This PR fixes the CI failure with the MakeCode builds.
The only CI failures left are fixed via #436.
Ready to be merged.

A workaround needed for:
pext/yotta:latestimage type has been deprecated and stopped working with latest docker microsoft/pxt-microbit#5721However, once GH update the Docker version inside the runner images we might need to figure out if the docker version can be downgraded.
