  1. lavc/videotoolboxenc: add MJPEG support 

    For example:
./ffmpeg -hwaccel videotoolbox \
  -i INPUT -c:v mjpeg_videotoolbox \
   out.mp4

This encoder does not have many options and can only use `-q:v` to control quality.
