Finalize setup of the local dev environment with implementation of git output writting. Improve app start up resilliency.

• Write job output to Git server
• Retry database connection on startup to avoid random crashes due to boot order
• Add Filepath utility class to generate OS agnostic paths with normalization options and path validation
