Kobe District Public Prosecutors Office plans to postpone prosecution against a 39-year-old man and a 47-year-old man whose houses were searched for posting a link to an "illegal program" on a bulletin board on the Internet.

According to a 39-years-old man, the prosecutor in charge told that he judged based on the information left on the Internet, but he did not mention whether the URL falls under "burakura" (Japanese abbreviation which stands for a "browser crasher") or not. In the case, there is a suspicion of fraudulent order electromagnetic records, but for various reasons, the prosecutors have put in place a policy to postpone prosecution.

It is mentioned that there is no victim of this "illegal program." The police searched their houses just because they found it.
