What this PR does / why we need it: Update the build to debian trixie (the new testing) distribution by default.

When trying to use this locally I get this error

newuidmap: uid range [1-65537) -> [1-65537) not allowed

I'm not sure what this means, but it seems like a breaking change between bookworm and trixie?
