  1. Add vcf module 

    * Based on pysam
* Adds helper reader and writer utilties
* * reader blocks stderr messages for index older than vcf
* Adds PysamVariantBuilder builder class for relatively easy
  construction of variants
* * builder has utilty methods for adding necessary headers
