Add some compat symlink creation to coreos-base/misc-files. Move our code modification to a user patch. Updates the package to 1.5.3-r1.

CI (after the base PR is merged)--
changelog/directory (user-facing change, bug fix, security fix, update)/bootand/usrsize, packages, list files for any missing binaries, kernel modules, config files, kernel modules, etc.
