feat: updated frontend-build & frontend-platform major versions

• Major version upgrades, Updating frontend-build to v14 & frontend-platform to v8 along with respective edx packages
• Updated jest to v29

Reference to respective MFEs with the build and platform major version upgrades to be released as minor versions instead of major

Hi @alangsto, codecov/patch seems to stuck on Waiting for status to be reported for days now, preventing the PR from getting merged. I was wondering if you have any insights on what might be the issue here

Hi @BilalQamar95, codecov is no longer working with most edx repositories. My team has a ticket to look into a frontend replacement for the github action. In the meantime, I can remove the action as required.
