Description

This PR makes the following changes:

  1. Remove the pr_issue_assignment workflow and use the CODEOWNERS file instead.
  2. Update the add_issues_prs_to_dedalo_project (now add_to_apollo_project) workflow to use the reusable workflow of Open edX
