The new workflow 'deploy_packages.yml' now supports both pull requests and tag pushes, allowing for more flexible deployments. It also includes a step to determine the release type (prerelease or release) based on the tag name, and publishes packages accordingly. This change was made to streamline the deployment process and support different types of releases.
