I suggest to squash this PR.

  • Add C bindings for Yay0 and Yaz0
  • Setup CI to test C bindings.
  • Setup CI to make prebuilt binaries of the C bindings.
  • Change rust.yml CI so it runs on branches other than main.
  • C bindings are turned off by default, they only get built if the feature c_binding is turned on
