Based on #13581 for now.
This PR changes snap-bootstrap so that we import users from the sudo and admin groups into the ephemeral system that is created when we boot into recovery mode.
IMPORTANT: https://github.com/canonical/core-initrd/pull/263/files needs to be merged and initrd and kernels needs to be updated @alfonsosanchezbeato @valentindavid
