This PR pulls what's effectively been the start of a 'contributor's guide', which has been buried towards the end of the Markdown syntax style guide for a while now, and brings it into its own
CONTRIBUTING.mdfile at the root level of this repo.The
README.mdfile will also be updated to reference this new file.The
CONTRIBUTING.mdpage content will be improved over time and in subsequent PRs.
