non VCF data formats

echtvar requires annotation and annotated data to be in VCF format. This precludes common errors and enables us to detect and report problems with user-supplied files.

We have several examples of taking non-VCF data and creating echtvar archives from it:

• converting dbscSNV to echtvar
• dbNSFP conversion to echtvar archive
