Add template files with machine-substitutable placeholders, to make automated deployment easier. Templated files are renamed to .template to make it easier to find them, and so that they do not unnecessarily create "modified" files in git working copies
At the same time, introduce an initial PHP ini file, reflecting the PHP options needed to make the application work correctly, again to improve deployment reliability
The format of the proposed templates matches that used in WADF, although as simple "@name@" placeholders, they can readily be substituted by any automated tool
