Summer hacking release

I'm sticking a fork in v1.2.0. It's done. This release provides better error messages and includes a number of minor bug fixes.

rlgl v1.1.0 with more parsers and digital notary support

I'm sufficiently happy with the current state of rlgl that it's time to mark this milestone with a new release. Personally, I've found that rlgl continues to be of tremendous value for CI testing libffi changes across many simulated platforms, as well as for hardening servers and container images. I've added a few new report parsers since v1.0.0, but the most notable new features are the digital signing capabilities and integration with sigstore's rekor transparency log for proof of existence and non-repudiation of test results and analysis.
