rockchip64: bump edge kernel to 6.9 #6691

Description

Bump rockchip64 edge kernel to 6.9.

The same fix that has been proposed in #6690 has been ported here too and it works as well.

Note: at the current status, helios64 board patches have been disabled because the base device tree does not apply on kernel 6.9.

How Has This Been Tested?

  • Compiled successfully
  • Upgrade the kernel (and device trees obviously) on a rk3318/rk3328 live system, dtbo applies correctly and system boots fine
  • Built and tested a Ubuntu Focal image with xfce on a rk3399 (Orange Pi4 LTS) system, dtbo applies correctly and system boots fine

Nope, forgot to remove the label; sorry, thanks! 😃

edit: just a note, I tested both rk3328 and rk3399 and both work fine, but had to compile with EXTRAWIFI=no because of broken upstream realtek drivers

fwiw works nicely on station-p1. bt needed armbian-firmware-full.
