Redesigning the Research Resources site. Inital work to set up the infrastructure for the site.

Set up to migrate from Google Sites to GitHub Pages and enable version controlling.

How was this implemented? 🛠️

Large refactoring of the codebase to allow for Quarto, Python, and R to be used in building the Research Resources Website.
