It seems there are some problems with GA Workflows. As I see the workflow Build cannot be completed to completion. Locally, my build fails with the same error.
Since I didn't make any breakable changes, I assume the reason is that the versions of the packages used are not locked in the package-lock.json file and GA does npm install instead of npm ci.
This can lead to unexpected results for each build, since package versions will change from time to time.
Can you try to add your package-lock.json file and change npm install -> npm ci command. Then try again to run workflow.
