Looks good.
I did a local test:

  1. Apply the changeset
  2. Publish (using pnpm) core, toolbox-viem and edr_napi to verdaccio
  3. Created a sample project, then bumped the viem toolbox
  4. Checked the installed versions

The npx hardhat test run failed. But I suspect that is EDR.

Closing. We are going to have to approach this differently. Specifically recreating the viem release on the ethereumjs/main branch then back porting it into main. See #4913
