manuscript version - but with some adjustments for long tau eligibility trace versions

this has a few fixes
aigame.py -- make sure first frame does not produce spiking in all EV1 neurons <<-- but this means rerunning old sim json files will not produce identical results
allow specifying possible ball speeds and top/bottom rule in simplePong.py,conf.py
option to save motion fields (default on)
allow saving input images as npy file instead of txt (saves a lot of space) -- simdat.py can still load the old txt input image files (checks for biniary first)
