use locally built SPIRE images in systems tests
It is useful to reference a stable build in the k8s example configurations but we want to run systems tests against the latest images. This commit: - changes k8s-test to replace SPIRE image properties in configuration it is applying to use the latest local image by default - updates `make spire-images` to tag images with the `latest-local` tag after building.
