Feature: Moddable quest

Things to include in a large Pull Request:

• What is the purpose of the pull request?

  • Expand the configuration mod type to Quest and QuestLine

• Give a brief description of what you changed or added.

  • One can create the xml mod containing quest and quest line
  • There are example quest file and questLine file, and a statusEffect file to test the function, You certainly can remove it.

• Are any new graphical assets required?

  • no

• Has this change been tested? If so, mention the version number that the test was based on.

  • it has been tested on Java 17 and the syntax and so on is ok with java 8 for I came across some problems when build using java 8.
