Safes view does not allow delegates to control the safes

Expected Behavior

While logged in as a member of a DAO, going to the Safes view, you see the three dots in front of the safes indicating a selection of the Safe for a proposal. Using this option you are redirected to the proposal page for the Safes.

Actual Behavior

This behaviour does not work if the logged in user is a delegate and not a member.

The work around has been to craft special URL that includes the safe address, but no direct path from the admin ui to get there.
