User interface for service administrators

For configuring the navigator service, we need a user interface that the administrators can access. The configuration should be provided as a JSON file and possibly other static files.

Settings in the interface could be as simple as checkboxes to enable or disabled specific features, or as complex as configuring the appearance of the user interface with templates and style sheets.
