I can't make a review suggestion, but here is the diff for my tweaked version:

-            os.environ["DIRACSYSCONFIG"] = os.path.realpath(self.pp.localConfigFile)
+            self.pp.installEnv["DIRACSYSCONFIG"] = os.path.realpath(self.pp.localConfigFile)
