Possible to fragment lists by default?

Apologies if I missed this in the documentation, but I tried and could not find it. Can I set a global option so that all lists in a document get fragmented? Can this be set for all list levels?

As a continuation of the question: is it possible, to then set for a specific list to not be fragmented?

This is kind of the opposite as it is now where lists are not fragmented by default, but I can specify fragmentation for a specific list.
