API-Manager : Publisher left side panel not showing Scopes and API product option.

Description

Hi Team,

Shared scopes and API product can be viewed by any publisher portal user with a role associated with apim:api_view Publisher REST API scope and can be accessed using below urls.
https://>:9443/publisher/api-products
https://:9443/publisher/scopes
But it is not showing in publisher portal left side panel.
As publisher portal users can view the scopes and api products, that options should be available in publisher left panel.
