cli bootstrapping should require no maintenance to keep up to date

Currently, cli bootstrapping manages WGE values see here

which requires any of the two scenarios:

• they are kept up to date accordingly when they change in the WGE dev flow which requires maintainance costs to determine and ops the process or
• to assume that when they change they will be outdated which would translate in a degraded bootstrapping process for users

this ticket is to address this scenario with the ideal outcome of:

• bootstrapping cmd always bootstrap updated WGE without maintenance costs
