Manual Install Instructions Update for ST3 Portable Windows

The instructions do not cover the case of manual installation of Package Control on ST3 Portable Windows. The common use case here is you are working for a company behind a firewall and you don't have admin rights to your company PC, as a result you need to manually install package control and use portable ST3.

Instructions should follow something like:

1. Download Package Control.sublime-package
2. If the file downloads as a .zip, rename the extension to .sublime-package
3. Copy Package Control.sublime-package into your ST3 Portable folder's Data/Installed Packages/ directory
   1. NOTE: If you don't know where your portable install is located you can open ST3 and go to Preferences -> Browse Packages... to see the path that is opened up. You will need to go up one level to get to the Data/ directory
4. Restart ST3
