  1. run pubrules [1] using this link for the Rubric: https://labs.w3.org/spec-generator/?type=respec&url=https://w3c.github.io/did-imp-guide/?specStatus=FPWG-NOTE
  2. fix any pubrules errors
  3. run link checker: https://validator.w3.org/checklink
  4. fix any broken links
  5. take care of respec bugs (in the top right corner of the DID Implementation Guide document there may be error and warning notifications)
  6. export a final version for Ivan - - push respec button in top right corner and export as html

I am trying to ensure the document is ready for a stable version to be reviewed, not sure what I have to do, but pub rules in hanging at 38/40 and not reporting any actionable error.

@iherman thanks! I have tested it a few times, and I still can't get Pub Rules to stop complaining.

I think I must be missing something obvious... there are 0 respec errors and 0 broken links.
