Add banner or next step links for new users #63

Define new users as anyone who has yet to verify, choose proxies (including a House Rep and Senator), vote on a bill (commented?), be a proxy for someone else, and fill out our Get Involved form (once we have it up)

Here are possible ways to guide new users, if one (or another approach) is significantly faster I'd say go with that but I think a combo of 1 and 2 together is the strongest.

  1. Add line of text on each of the relevant pages with the link to the next step.

2, Automatically send/offer to send them to the next one once they meet the conditions on the current page.

  1. Add a banner on the top of the page that says "Click here for Next Steps," which either automatically links to the next step they haven't completed or (4,) links to a list of Getting Started at United steps and descriptions, like so https://docs.google.com/document/d/1GIXIDkwhHROoU3yNuL4eAtr40Mc_c0SYjEx-1hGhm90/edit
