Build artifact 2.0 on windows

I've actually been watching this repo's releases and waiting for a 2.0 windows version. Right now the latest release for windows is still 1.x, correct? The manifest in scoop is setup to autoupdate, so once a windows version is available at a higher version it should update.

Let me know if I'm missing anything though, just in case! :)

I haven't worked on building windows yet. I'm getting close to the point where I can try. It should be much easier now that the whole stack is rust

quick update: I have managed to build (and it is being done in CI) but there are some known bugs which are causing the tests to fail. Will update when available

windows should now be supported on master. Early feedback would be appreciated. I hope to releasing a new version soonish.
