Change config to only send tweets for events from trusted or identified networks

instead of saying ignore at,pt regions change to only send tweets for trusted networks, basically ignore all networks NOT in the list. this way any new contributor can come online and we won't necessarily tweet it, e.g. EEW should NOT be tweeted!
