TED sending out tweets for OLD events that are created now #1

TED v1.37 will try to send out tweets for events that are OLD (e.g. yesterday - days old for origin time) but that are just getting inserted or created in the TED DB NOW. even though application config shows sending nothing older that two hours (120 minutes)
