[Issue]: Add new valid picklist value to upload validation for Sub_Award_Type_Aggregates_SLFRF__c

Why is this issue important?

New picklist option was added to treasury files

Current State

Sub_Award_Type_Aggregates_SLFRF__c has the following current picklist values that are accepted by upload validation:

• Aggregate of Contracts Awarded
• Aggregate of Grants Awarded
• Aggregate of Loans Issued
• Aggregate of Transfers
• Aggregate of Direct Payments
• Payments to Individuals

Expected State

Sub_Award_Type_Aggregates_SLFRF__c will have a new picklist selection of "Aggregate of Interagency Agreement (IAA)"
If this value is selected in the workbook, it will be accepted as a valid value for upload validations
