Another case-by-case scenario prognosticated by #1 that should start gathering some ideas now

One thing I'm looking at in #8 is forks, and how forks can sometimes become entirely different projects (and sometimes it's a judgment call as to whether or not that's the case), and sometimes they're just alternate implementations of the exact same idea (and sometimes they're barely even alternate implementations)

And sometimes they're welcome and cooperative, and sometimes they're hostile, and sometimes they're just... there. Sometimes they're officially recognized, and sometimes they're "Are you calling that a fork?"

I should probably make a tag for questions of quiddity (the first issue under which will be, appropriately enough, what to call the tag)
