Add a reset button to ArmControls.vue

Absolute encoders are no longer working, so we need to add a button to ArmControls.vue that will call a service to reset the motors for both RA and SA (motor rotates until it hits limit switch to reset).

This will change if ESW buys a Moteus N1... but we should still plan for that not happening
