Why Kit builds my project two times even if I disabled ssr?

Describe the bug

I couldn't understand why Kit builds my project two times even if I disabled ssr in svelte.config.cjs:

It doesn't need to be an issue since it's related to #1650. I'd bet those who are subscribed to that issue would be interested in this idea.
